Campus Access
Expressive Activities
Texas State University is committed to upholding the First Amendment of the United States Constitution and respects individuals’ rights to express their views through all forms of legally protected speech, press, religion, petition, and assembly.
Components of Campus Access
All activities on campus with any of the following components require additional review and authorization.
Amplified Sound
Sound volume amplified or increased by any electric, electronic, mechanical, or motor-powered means or equipment.
Exhibit & Temp Structures
Temporary outdoor equipment, setups, and furniture for university, departmental, and RSO activities.
Off Campus Solicitation
RSO's soliciting for sponsorships, goods, donations, in-kind contributions, and/or items of monetary value from non-TXST off-campus entities.
On Campus Solicitation
The sale or offer for sale of any property, goods, products or services; or the receipt of or request for any gift or contribution.
External Speaker Notice
University units, faculty, and registered student organizations inviting and hosting a non-university affiliated individual to speak on campus.
Electioneering
The posting, use, or distribution of political signs, literature, or promotion for or against any candidate, measure, or political party.

The components below are separate from the requirements above and require additional forms and authorization.
Food and Beverage Safety
Food handler training is required to serve food on campus. EHSREM issues food permits for organizations, departments, individuals, and vendors.
Animals on Campus
Environmental, Health, Safety, Risk and Emergency Management reviews and determines approval for any requests related to animals on campus.
Copyright & Screening
Public events or watch parties screening copyrighted content require prior University Libraries clearance before room or event approval.
Posting Materials
Promotional materials including printed flyers, posters, table tents, A-frames, yard signs, digital screens, and banners.
